Levelland ISD Board of Trustees receives post-storm facilities report, reviews SPECO separation details, and more in Tuesday meeting

The Levelland ISD Board of Trustees met in a regular session on Tuesday night that included public comments, bids for the Levelland High School Roofing Project, a facilities report following the recent storms, and SPECO separation details among other items.

Levelland ISD previously issued a request for proposals for repairs for the roof at Levelland High School. A bid was received from PRC Roofing & was presented to the Board for review and consideration, with the Administration recommending approval. The repair project included the removal of aggregate surfacing, the installation of new asphalt primer to existing roof surfaces, the installation of new 2-ply modified base flashings, the repairing of damaged coping cap, and the installation of new counter flashing and a termination bar. The firm price proposal from PRC was for $212,000 and the bid was approved unanimously.

A report regarding damages to Levelland ISD facilities was delivered including estimated damages valued at Capitol Elementary School in the amount of $2.4m, Levelland Middle School in the amount of $2.3m, Lobo Football Stadium in the amount of $2.9m, Levelland Academic Beginnings Center in the amount of $2.5m, Levelland High School in the amount of $2.4m, Levelland High School Softball Field in the amount of $400,000, and Cactus Learning Center in the amount of $200,000.

Later the Board considered a district copier agreement that’s set to expire in August of 2024 with information presented by Levelland ISD CFO Teresa Montemayor. Pacific Office Automation was unanimously approved as the new provider of said equipment, with a projected 21% annual savings compared to the current provider cited by Ms. Montemayor. Pacific Office Automation has committed to transitioning in the new equipment by the end of July.

The Board then provided details on the Settlement Agreement relating to Levelland ISD’s withdrawal from SPECO, providing a list of assets to be retained by Levelland ISD & the monetary amount of $244,781.44. Superintendent Rebecca McCutchen also added additional context regarding the separation, saying “there were a lot of extra funds Levelland ISD was having to pay that the other districts weren’t. When we asked them to pay more they chose not to and it just became a business decision.”

The board also discussed the approval of ten new hires, fifteen resignations, and nine employee reassignments.

Before adjourning into executive session, Trustee DeEtte Edens announced her resignation from the board, citing a significant change in her professional career. After conversation regarding filling the seat via special election or appointment, the board decided an appointment would be utilized, due in large part to the estimated approximate cost of $10,000 that would come with a special election.

The board indicated that fulfillment of the vacant seat must occur within 180 days and then set July 18th at 5pm as the deadline for letters of interest to be submitted from candidates.

The candidate who is appointed will be required to run for the position at the next election in May of ’25 for the remainder of the term, and the candidate will be required to run in the election in May of ’26 for the full term. The seat to be filled is an at large designation meaning any district’s citizens may express their interest in the seat.

July 31st has been scheduled for in-person interviews in a closed session meeting, with the results of the appointment being delivered in a subsequent open session.
