Shallowater and UMC at a Stalemate in EMS Negotiations

The City of Shallowater and University Medical Center have been in negotiations for 10 months on EMS Services. Shallowater currently pays for the services, and has asked UMC to take over paying for those services in full.

UMC has made two counter offers to the City of Shallowater, one of those involves the city paying UMC $120,000 for UMC to fully operate the service. Shallowater administration says that is close to what they are currently paying for staffing the service. The second proposal was to pay UMC $30,000 per year and they would in turn station a truck in Shallowater when a truck is available. The city of Shallowater says that option is not good for the residents. EMS Director Gary Vaughn says the Shallowater City Council has pushed UMC to cover service costs in full, adding that in 1975 when the Lubbock County Hospital District EMS was created, they were responsible to provide EMS Service to all cities in Lubbock County, that all began to change when UMC established their name in the early 2000’s.

UMC responded in a statement saying “UMC EMS will respond to calls in and around the community of Shallowater. When someone needs an ambulance, UMC EMS will respond.”

UMC has provided Shallowater’s emergency medical services with an ambulance, medical supplies, medication and medical gasses. Shallowater’s responsibility was to cover the costs associated with staffing the ambulance with qualified staff. Starting in 2002, UMC began providing stipend payments to Shallowater to assist with the costs associated with staffing the ambulances.
