The Levelland Economic Development Corporation was recently selected as an International Economic Development Council Excellence in Economic Development Gold Award for the Levelland Industrial Rail Park Development Program. They won the award in the Multi-Year Economic Development category for cities with population less than 25,000. They have also been nominated for Best in Show Award for that category in all population classes.
The Levelland EDC will have several members of their board of directors and staff in Ft. Worth to accept the award today, in a ceremony scheduled for 2pm this afternoon.
The Levelland Economic Development Corporation through its development of the Levelland Industrial Rail Park has revitalized rail based business in Levelland. Since the Rail Park opened in November 2010, the LEDC has been committed to developing and attracting rail based businesses.
The Rail Park is located on the West Texas and Lubbock Railways which interchanges with BNSF Railway in Lubbock and Union Pacific Railroad in Lubbock. Comprising of 297 acres adjacent to the West Texas and Lubbock Railroad the LEDC developed 3 miles of through track within the Rail Park. With the assistance of the City of Levelland the LEDC was awarded $3.3 Million grant from the US Department of Commerce – Economic Development Administration to construct the rail infrastructure and the City issued $4.3 million in Certificates of Obligations to construct the first phase of road, water, waste water and other municipal infrastructure. The LEDC will pay the Certificates of Obligation back to the city through its 3/8 cent sales and use tax.
The Economic Impact from the Rail Park development project is measured two fold through traditional economic development measures, capital investment and job creation, and second the resurgence of rail based businesses and rail traffic. Since October 2011 the LEDC has been successful in attracting the following projects and companies to the Rail Park and Levelland:
Titan Lansing Transloading LLC–8.75 Million Dollar Capital Investment and 15 Full time Jobs
Butch’s Rat Hole & Anchor Service–2 Million Dollar Capital Investment and 5 year guarantee to maintain corporate headquarters in Levelland.
BNSF Logistics–Currently in an Option Agreement to establish a wind industry distribution center in the rail park.
Pipeline Plastics, LLC–10 Million Dollar Capital Investment and 40 full-time jobs.
The annual rail traffic volumes has steadily grown since the opening of the park in 2010. The 2010-2011 fiscal year traffic was 0 rail cars wile the volume this year from October 1, 2013 to April 30, 2014 was 2,109 cars.
