Questions Arise in Levelland City Council District C Race

Questions have arisen over the past several days concerning a candidate for the District C Council race in the City of Levelland.

KLVT news submitted an open records request through the City Secretary’s office for all documents relating to the May 10 Election. Included in those documents are the Application for a place on the ballot for Larry Davidson in District A and Manuel Mendez in District A as well as an application for a place on the ballot for Billy Youngblood in District C and Jose Rubalcava in District C. It also included the appointment of Campaign Treasurer for all candidates with the exception of Rubalcava. It also included a statement of Political Contributions for all candidates with the exception of Mendez and Rubalcava. It should be noted that it is required of all candidates by Texas Election Code to file a Statement of Political Contributions within 30 days prior to election, which would have been April 10. According to the City Secretary’s office as of April 22 Rubalcava has not filed any paperwork other than his application for a place on the ballot and Mendez has yet to file a form listing Campaign Contributions.

It is a violation of the Texas Election Code for any expenditure to be made without a campaign treasurer being appointed and a candidate cannot knowingly accept a campaign contribution or make an expenditure for a campaign without a treasurer being named. It is noted that campaign signs are out around town for Rubalcava.

KLVT news has further investigated and according to the voter registrar’s office in Hockley County, Jose Rubalcava is not a registered voter in the City of Levelland at the time he filed as a candidate and currently is listing an address outside the city limits as well. The office did tell KLVT news that he filed a change of address on April 16 which was after the deadline of April 10 to make any changes to his voter registration, meaning at the time he filed as a candidate and as of today he is not a registered voter in the City of Levelland. KLVT news will continue to investigate this story and will have updates as they become available.
